Description	Bonneville dam charge opposed. - Senators Borah and Pope protest saddling part of costs upon Idaho. - Former is caustic. - Says it would be just as reasonable to put burden on moon. - Learning that the Public Works Administration, at the instance of Oregon senators, proposed to charge the Bonneville power dam on the Columbia river to Oregon, Washington, Idaho and Montana, Senator Borah and Pope wrote sharp letters of protest, asserting that their state will get no benefit whatsoever from this development.
