Description	Says Panama ditch is not being used to capacity and that it's possibilities have not been fully developed yet. - Efforts of Senator Edge, New Jersey, to have the senate pass his resolution providing for a survey to determine upon a route for a canal across Nicaragua are being blocked by Senator Dill, Washington. The latter insists that although the United States has paid $3,000,000 for rights-of-way for the proposed canal, there is no need for its construction because the Panama canal is not being used for more than 50 per cent of its capacity, and its facilities could be enlarged, if necessary.
