Ben Ross of Idaho and Elmer Holt of Montana, have sent letters to Governor Martin of Oregon approving the latter's recent protest against what he termed "visionary and star-gazing" procedure of the Northwest Regional Planning Board, in connection with the distribution of Bonneville power.
