Ross, administrator, announced formally today . Ross said the basis was new to the United States but had been tried successfully in Ontario, Canada . Rates for a kilowatt year to the public utility district or private utility which purchases Bonneville power--retail consumers can not purchase direct-- will soon be announced by the Federal Power Commission at Washington, Ross said.
