As a
result
of
Governor
Hartley's
sensible
policy
in
handling
the
state
printing
, this
commonwealth
has
acquired
a
perfectly
good
printing
plant
with a
replacement
value
of
$78,261
, and a
cash
bonus
of
over
$35,000
.
Under
the
old
system
the
state
printer
would have
possessed
these
emoluments
.
Instead
of
appointing
a
state
printer
,
Governor
Hartley
hired
a
superintendent
of
printing
at
$500
a
month
and
organized
a
trust
which
purchased
the
plant
of the
former
state
printer
,
paying
for
it
and
improving
it
out
of the
earnings
of its
operation
,
so
that the
state
instead
of a
private
individual
would
receive
that
profits
.
One
of the
last
acts
of the
retiring
governor
was to
tender
to the
state
a
bill
of
sale
of the
printing
plant
and an
assignment
of the
accumulated
profits
. They should be
accepted
with
thanks
and the
Hartley
plan
continued
with
some
further
improvements
. The
printing
should be
made
a
division
of
one
of the
code
departments
, the
salary
of the
superintendent
reduced
and
all
state
printing
be
done
at
cost
, as there
is
no
good
reason
why
the
state
should
make
a
profit
on its
own
work
.
No
matter
what
people
may
think
of
Governor
Hartley's
administration
,
all
must
admit
the
wisdom
and
beneficial
results
of his
solution
of the
handling
of
state
printing
.
