Description	Governor signals to lower first concrete in dam. - Governor Martin gives the signals as the first concrete is lowered into the foundations for the Grand Coulee dam at Friday's celebration. The eight and one-half ton bucket is shown at the left. In the background is the speakers' stand, from which addresses were made to the hundreds who witnessed the ceremony. The governor was attired in workingman's denim, with cap and gloves and wore rubber boots, as he waded in to help the workmen spread the concrete.
