Description	Strikes the hour for the Columbia basin. - From the Seattle times: Senator Dill brings home the cheerful news that a very considerable sum of money is available for public works in this state under the federal program. Properly heading the list of projects in the senator's mind is the Grand coulee dam, construction of which is the first necessary step to irrigate the Columbia basin area and enlarge the power resources of eastern Washington. Senator Dill, of course, mentions other projects; but it should please every one to know that the big dam occupies the foreground of the public works picture.
